Terms & Conditions
I. Eligibility
The 5th International Conference of Deaf Muslims (ICDM 2025) will be held in Makkah under the theme:
“Towards a Unified Islamic Sign Dictionary for the Deaf in the Holy Sites.”
1. Invited Speakers and Nominated Representatives
Participation in the consultation sessions for the Unified Islamic Sign Dictionary for the Two Holy Mosques is reserved for invited speakers and nominated representatives of recognized Deaf organizations.
2. General Participants
The wider conference is open to participants from Deaf and non-Deaf organizations, including scholars, educators, interpreters, students, and Saudi citizens, who wish to benefit from sessions, workshops, and community programs.
Attendance is subject to venue capacity and final approval by the organizers and the relevant Saudi authorities.
II. Conference Fees
- A mandatory registration fee applies, covering administration, visa-support documentation, accessibility services, and program coordination.
- Fees may change as the event approaches; early registration is strongly encouraged.
III. Accommodation & Travel
- As the local host, the Saudi Association for the Hearing Impairment (SAHI) may provide limited accommodation support in Makkah for international participants, subject to confirmation.
- International flights, visa charges, and personal expenses remain the sole responsibility of each participant.
IV. Payment & Confirmation
Registration is confirmed only upon:
- Receipt of full payment; and
- Final approval by SAHI (local host), the Global Deaf Muslim Federation (GDMF – international co-organizer), and the relevant Saudi authorities.
V. Refund Policy
Registration fees are refundable only in the following cases:
- Visa denial (with official rejection notice).
- Documented health reasons (with valid medical certification).
Requests must be submitted in writing with supporting evidence before the conference start date.
No other refund requests will be accepted.
VI. Substitution of Delegates
If an approved delegate is unable to attend, their registration may be transferred to another eligible delegate from the same organization, subject to prior approval by the organizers.
VII. Program Adjustments & Unforeseen Circumstances
The organizers reserve the right to adjust the program, venue, or schedule in response to unforeseen circumstances (including new government regulations, public health measures, or external requirements).
Participants will be promptly notified of any changes.
VIII. Visa Responsibility
The organizers will provide necessary visa-support documentation; however, the final decision on visa issuance rests solely with the Saudi authorities.
IX. Insurance
Participants are responsible for arranging their own travel and health insurance. The organizers cannot be held liable for medical expenses, accidents, or travel-related losses.
X. Code of Conduct
- Participants are required to conduct themselves respectfully.
- Compliance with Saudi laws and regulations, as well as the instructions of the organizers, is mandatory.
- The organizers reserve the right to remove any participant from the conference without refund in cases of inappropriate behavior.
XI. Liability
Neither the Global Deaf Muslim Federation (GDMF) nor the Saudi Association for the Hearing Impairment (SAHI) shall be held liable for losses or damages arising from travel disruptions or other circumstances beyond their control.
XII. Photography & Media
By attending, participants consent to being photographed or filmed for conference documentation and communication purposes, unless they notify the organizers in writing of their objection.
XIII. Data Protection
Participant data will be used solely for:
- Conference coordination.
- Visa-support purposes.
- Official communication.
In compliance with:
- The Saudi Personal Data Protection Law (2023).
- The UN Convention on the Rights of Persons with Disabilities (CRPD).
- International data protection standards.
XIV. Accessibility & Legal Compliance
The conference is organized in accordance with the Kingdom of Saudi Arabia’s Disability Law (Royal Decree, 2023) and aligned with Vision 2030 inclusion goals.
The organizers are committed to ensuring full accessibility for Deaf participants, in line with the CRPD and the OIC Covenant on the Rights of Persons with Disabilities.
XV. Final Provisions
These Terms & Conditions are binding upon all participants once registration is completed.
Registration constitutes acknowledgment and full acceptance of these Terms & Conditions.
